Acknowledgments I would like to acknowledge the assistance of Roberto Ramirez who produced most of the statistical tables that were the basis for the empirical analysis in this paper. He spent a great deal of time producing these tables from the detailed 1990, Census 2000, and Census 2000 Supplemental Survey (C2SS) files and these tables were essential to making key points in this paper.
